The United Arab Emirates has officially published the most comprehensive overhaul of its immigration system since the Golden Visa was introduced in 2019. Released on 14 December 2025, the package creates four brand-new visit-visa classes aimed at emerging sectors: Artificial-Intelligence specialists, entertainment professionals, conference delegates, and high-end cruise- or yacht-based tourists.

Under the AI-specialist route, applicants backed by a UAE sponsor can obtain single- or multiple-entry permits of up to 90 days, renewable inside the country. The goal is to accelerate the country’s ambition to become a global AI hub by luring data scientists and machine-learning engineers who might otherwise head to North America or Singapore. A separate entertainment visa targets performers and technical crews, giving Dubai’s burgeoning events industry – which generated an estimated AED 15 billion in 2024 – a predictable, fast-track entry channel.

Conference and exhibition traffic has also been singled out. A short-term visa now covers festival, sporting, cultural and academic gatherings, cutting red tape for organisers of mega-events such as COP30 and the World Future Energy Summit. Meanwhile, luxury tourists arriving on cruise ships or private yachts receive a multiple-entry permit that supports the UAE’s ambition to capture a bigger share of Indian-Ocean cruising and high-net-worth yachting itineraries.

In parallel, the Interior Ministry updated salary thresholds for residents sponsoring relatives (now AED 4,000, 8,000 or 15,000, depending on relationship) and made submission of the passport cover page mandatory for all entry-permit applications. Dubai has also linked residency-visa renewal to settlement of traffic fines, a move expected to improve compliance and generate municipal revenue.

Golden-Visa pathways continue to expand. New 10-year options are available to nurses, social-media content creators, and major donors to Islamic endowments (waqf). A separate Blue-Residency visa rewards individuals with outstanding environmental contributions. Collectively, the changes sharpen the UAE’s value proposition for multinationals relocating staff, while giving mobility managers clear new pathways for specialist talent.
