New decree links AIRE database to passport systems, slashing wait times for Italians abroad
The Meloni government’s latest “PNRR Simplification Decree,” approved on 29 January and detailed by Fatti Nostri on 31 January, introduces full digital interoperability between the AIRE register of Italians resident abroad and the consular platforms that issue passports and ID cards. Until now, consulates had to request paper nulla osta from Italian town halls—a process that routinely added months to renewals and first-time issuances. The new rule allows automatic data-sharing, paving the way for same-day validation of personal details and dramatically faster document delivery (fattinostri.it).

The decree goes further, granting citizens over 70 a lifetime electronic ID card and piloting a digital voter card accessible through the national ANPR database. For mobility practitioners the biggest win is operational: staff on assignment who lose passports—or need a second travel document—should see processing times drop from 8–12 weeks to as little as 10 days, according to Foreign Ministry officials consulted by Italian media.

Employers with large Italian expatriate populations stand to benefit from lower downtime and fewer emergency travel waivers. Global mobility teams should update assignment policies to reflect faster renewal cycles and may wish to sunset costly courier services used to chase paper certificates. The decree also aligns with EU digital-identity goals, suggesting future cross-border recognition of Italy’s CIE for e-gate use outside the Schengen Area.

Implementation will require consulates to upgrade IT interfaces by June 2026. Companies are advised to monitor local mission announcements and encourage employees to activate SPID credentials, which will become the primary authentication method for passport appointments.
