Fresh Eurostat figures released on 27 February reveal that Cyprus received 42 immigrants per 1,000 inhabitants in 2024, the second-highest ratio in the European Union after Malta. In absolute numbers, 4.2 million people migrated into the EU from outside the bloc in 2024, while 1.5 million moved between member states. Analysts attribute Cyprus’ outsized rate to a mix of labour-market pull factors—IT outsourcing, shipping, and professional-services hubs—as well as its geographic role at the eastern flank of the Mediterranean. For employers, the data confirm what HR teams are seeing on the ground: a tightening race for work permits, housing and school places. Companies reliant on global talent are urging the government to streamline the new Digital Nomad Visa and speed up processing of Blue-Card applications to prevent bottlenecks. Meanwhile, municipalities warn of infrastructure strain, calling for EU funds to expand public transport. Policy backdrop: Nicosia has already shortened asylum-appeal windows from 75 to 15 days and begun subsidising voluntary returns, signalling a pivot toward managed labour migration over irregular flows. The Eurostat spotlight may intensify Brussels’ pressure on Cyprus to align with forthcoming reforms under the EU Pact on Migration and Asylum.
