State Department Cuts Renunciation Fee to $450, Easing Exit for U.S. Citizens Abroad
Quietly published in Friday’s Federal Register, the U.S. Department of State has slashed the fee to renounce American citizenship from $2,350 to $450—an 80 percent reduction that reverses the steep hike imposed in 2015. The rule took effect immediately, answering years of lawsuits from advocacy groups such as the Association of Accidental Americans, which argued the high cost infringed on a fundamental right to expatriate. According to court filings, at least 8,755 people paid the full $2,350 while waiting for the reduction promised in 2023. Renunciation is an arduous, multi-step process that requires applicants to appear before a U.S. consular officer, confirm their intent in writing and orally, and swear an oath of renunciation. Although the fee covers administrative vetting and security checks, critics said the old price far exceeded actual costs and disproportionately burdened dual nationals who inherited U.S. citizenship by birth but have little economic or emotional connection to the United States—so-called “accidental Americans.” For global mobility managers, the lower fee could trigger a wave of renunciations by senior executives and retirees living abroad who wish to simplify tax reporting or avoid U.S. estate-tax exposure. Companies should refresh their off-boarding checklists: once expatriates renounce, they lose the right to live and work in the United States without a visa and may become subject to the expatriation tax if their net worth exceeds $2 million or their average annual income tax exceeds a statutory threshold. Financial institutions will also feel ripple effects. European banks have long closed accounts for U.S. passport holders to avoid FATCA reporting headaches; a spike in citizenship relinquishments could reduce compliance friction but complicate customer onboarding rules that rely on U.S. taxpayer-identification numbers. Tax advisors recommend clients obtain a Certificate of Loss of Nationality quickly and file IRS Form 8854 to establish their exit date. The State Department said the new fee aligns with historical cost-recovery models and promotes "equitable access to consular services." Advocacy groups hailed the move but vowed to keep pressing for a zero-dollar fee, arguing that the ability to shed citizenship should not depend on personal wealth. Mobility and tax teams should prepare for increased employee inquiries and consider briefing sessions on the legal and fiscal consequences of renunciation.
