The route also offers Venezuelan-American families a nonstop option to South Florida for the first time in seven years, avoiding connections through Panama City or Bogotá. Business-mobility managers should note that U.S. sanctions on Venezuelan state entities remain in place. Travelers must still secure specific Treasury licenses for certain transactions, and Export Administration Regulations restrict the carriage of some industrial equipment. American Airlines said it will strictly enforce baggage embargoes on electronic parts and dual-use items. Travel insurers have already adjusted premiums for Venezuela trips, citing lingering security risks despite the advisory downgrade. Employers sending staff should update duty-of-care protocols, require hostile-environment training, and consult with in-country security providers for ground transport in Caracas and oil-field regions. The State Department’s downgrade signals cautious optimism about stability but stops short of restoring full diplomatic services; the U.S. Embassy in Caracas remains on limited operations until newly arrived staff complete security reviews.
