Although the text stands little chance of passing in its current form, the initiative underscores growing public pressure on the governing coalition, which already tightened asylum rules earlier this year, to adopt even more restrictive measures. For global-mobility managers the episode is a reminder of the political volatility surrounding work-permit quotas: future decrees could see deeper cuts or new nationality filters if parliament swings further right. Employers with large non-EU workforces are advised to accelerate 2026 quota applications and monitor parliamentary timetables. Legal advisers expect the signature deposit to trigger committee hearings after the summer recess, offering stakeholders a narrow window to lobby for amendments that protect business-critical migration channels.
