Corporate immigration advisers say the measure, if passed, will require a fresh layer of due-diligence during recruitment and long-term assignment planning: background-check vendors will need to flag even relatively minor charges that could, if they result in custodial sentences, upend residency status. Diplomatic sources indicated that Italy will have to negotiate return agreements with at least 20 third countries – a time-consuming process that could delay real-world implementation well beyond the political timetable.
